I would have to say no, because on the completion of boot camp, everybody gets three ribbons nowadays. In a general way, there is some achivement and merit, to volunteering in the armed forces and then completing the first phase of training. Obviously at that stage, the ribbons are not denoting a lot of exceptionalism, if you receive them with all of your peers. Another generic phrase above the use of decorated vet would be combat vet and obviously the decorated part is even more understood here than in the previous example. A veteran can have a chest full of medals without ever being to combat. From the end of Vietnam until the First Gulf War there were not that many opportunities for large numbers of military personnel to be deployed in combat situations. Since 9/11 it has been the norm for all military personnel in all branches to be deployed multiple times, especially since the bureaucrats are always trying to do more with less resources and personnel.
